Versions doesn't require it exactly, it just prefers it. You can pick
another app for it to use in the preferences.
I can guess why. Imagine that you were programming Versions, and you
started implementing file comparison. You could take Cornerstone's
route, and build it right in. But chances are your user already has
software that does that, that they're already comfortable with. Will
implementing file comparison really benefit your user?
